Toney is in the last year of his contract and Brentford could be willing to accept a bid as low as £50m.
The England international has made it clear he is not willing to sign a new contract with the Bees at this stage.
He has indicated he would let his Brentford contract run down if he does not make a move this summer, which would leave him a free agent at the end of next season.
But Tottenham have made no secret of their search for a new forward and the 28-year-old could fit their criteria.
Toney has been at Brentford since 2020, and has scored 72 goals in 141 appearances across all competitions in that time.
He also impressed with England at Euro 2024 over the summer, delighting fans with his distinctive ‘no look’ penalty technique.
He also assisted Harry Kane’s winning goal against Slovakia in the round of 16.
And Ange Postecoglou is looking for a player who can make things happen up front on a consistent basis, with his side having finished fifth in the Premier League last season.
